The purpose of the proposed legislation is to equip each state, county, and local law enforcement officer with an audio and video recording device, who conducts traffic stops or respond to emergency dispatch calls as their primary duty.  The device will be worn on their body, to record audio and video of all activities performed while on duty on and after January 1, 2018. Audio and video recordings will be made publicly available.
 
The proposed legislation also defines an “encounter for a law enforcement purpose” and peace officer.
 
The commissioner will establish rules and regulations on how to award financial grants to law enforcement agencies state funding or state administered federal funding. Agencies that do not comply with the requirements are subject to the withholding of funding.
