The purpose of the proposed legislation is to create a new class of motor vehicles to be known as “autonomous vehicles”. It outlines both a proposed definition,  standards and regulations for autonomous vehicles. They may be driven on state roads by select operators for the purpose of testing the technology.

The commissioner of driver services is authorized to put rules and regulations into effect to establish safety standards. A violation of these rules and regulations may result in a fine of up to $1,000.00.
