HB 866 would amend the statute relating to the GATE card exemption. It would raise the eligibility requirement from $2,500 in agricultural goods or services produced per year to $5,000. The legislation would also create new forms to verify compliance with the statute from applicants, required guidance to be sent to agricultural retailers and card recipients, increased inter-agency cooperation between DOR and the Department of Agriculture, a three-year renewal cycle that would require re-application, and a required report from both agencies to the Ways and Means and Senate Finance committee about annual renewals, new certificates, and unlawful activity.
