This bill would create new definitions in the waste management code that would make distinctions between pyrolysis or gasification facilities and solid waste handling facilities. The bill creates a new definition for “non-recycled feedstock” as “post-use plastics” and other items listed in the Code of Federal Regulations (CFR) as non-hazardous secondary materials, such as tires, resonated wood, coal refuse, pulp and paper sludge, and construction demolition wood.
