This legislation would change Georgia voting machines from purely electronic machines to electronic ballot markers which would be able to use electronic technology to mark a paper ballott at the direction of an elector and print a paper ballot or purely paper ballots. The legislation would allow the Secretary of State to conduct pilot programs to test and evaluate the use of optical scanning voting systems and voter-verifiable ballots.

It would be the responsibility of each elections superintendent to order the proper programming for each ballot scanner used. The legislation would prohibit any election after January 1, 2019, from useing the current direct recording electronic voting systems. The elections superintendent would also appoint a custodian of the electronic ballot markers who will be responsible for preparing the devices to be used.

Finally, the legislation would allow for audits of the systems used.
