In this chapter, the concept of service delivery strategy is defined and its history reviewed. It continues with a discussion the components and criteria of the strategy and concludes by explaining the renegotiation and dispute resolution processes.
About the Author
Ted Baggett is the manager of the local government assistance program of the Carl Vinson Institute of Government, which provides Georgia’s cities and counties with customized technical assistance and studies to help them improve operations. Ted is the author of several guidebooks on local government law on such subjects as alcoholic beverage sales regulations, sign ordinances, and redistricting. His areas of expertise also include intergovernmental agreements, trial and administrative level courts, annexation, and local government finance. Prior to joining the Institute, Ted spent many years working in and with city and county governments. For 10 years, he assisted local governments in the Georgia Municipal Association legal department.
