Mayors and Councilmembers: Powers, Duties, and Relationships

This chapter discusses the municipal authority’s governing components which consist of the city council or city commission, and, depending on the provisions of the city’s charter, the mayor. This governing authority is responsible for two types of essential functions: legislative, which entails setting policy for the government, and administrative, which deals with the implementation of policies and procedures established by the governing body.
