Some GREAT Plan

The GREAT (Georgia Repealing Every Ad-valorem Tax) Plan is Speaker of the House Glenn Richardson's tax reform proposal. Originally written to eliminate all city, county and school property taxes, the plan now is focused just on schools. The long term goal, however, is for all property taxes to be eliminated. The GREAT Plan essentially takes local funding decisions out of the hands of local citizens and local elected officials and places them in the hands of state legislators in Atlanta.
