On November 22, 2016, a federal district court judge issued a preliminary injunction prohibiting the U.S. Department of Labor from implementing and enforcing the new Overtime Final Rule which was scheduled to go into effect on December 1, 2016.

The GMA staff recently completed a strategic planning process that resulted in a one-page plan covering five strategies designed to move the organization forward over the next several years. More than 40 staff members and GMA President and Dallas Mayor Boyd Austin were involved in the planning process.

Faced with worsening drought conditions in about three-fourths of the state, along with water supply concerns in some areas, the Georgia Environmental Protection Division (EPD) has declared it will raise the state’s drought response to Level 2 in 52 counties and impose a Level 1 Drought Response in an additional 58 counties.

The Georgia Department of Revenue needs all cities to designate a city official to receive information regarding a “refund claim of local significance”.  New legislation that became effective July 1, 2016, as a result of HB 960 requires the Department of Revenue to notify each local government affected by a “refund claim of local significance.”

The Georgia Department of Community Affairs (DCA), in conjunction with GMA and ACCG, is actively calling for local city and county elected officials who are willing to serve on annexation arbitration panels.  Substantive training will be required to be qualified to serve on these important panels.

On Sept. 29, GMA’s General Counsel Susan Moore was awarded the Outstanding Legal Counsel Award by the International Mu­nicipal Lawyers Association (IMLA). The association established this award to honor those attorneys who serve as counsel to their state league of cities or association, and who are recog­nized for their valued service to the members of their organiza­tions and for their skills as attorneys.

On September 28th the Georgia Department of Community Affairs announced the launch of Underwater Georgia, a new HomeSafe initiative specifically targeted to the approximately 150,000 Georgians who owe more than their homes are worth.  Homeowners approved through Underwater Georgia can receive a one-time payment of up to $50,000 to reduce the principal balance on their home.

Two cities were recognized for earning the “Cities of Ethics,” designation at the Georgia Municipal Association’s (GMA) Annual Convention in Savannah, June 28. The cities of Lenox and Pelham join more than 200 cities that have received the City of Ethics designation.
