This resolution calls for a constitutional amendment to allow cities and counties to waiver delinquent property taxes to the extent the amount of the taxes exceed the fair market value of the properties.  This will enable tax sales to occur for fair market value, the full value of the sale to be used to offset tax liability, and the property to be returned to circulation for development.
