 Frank Turner talks about how private foundations can work effectively with cities on community development projects. Turner was the longtime city manager of Covington, Georgia and a trustee of a local foundation, the Arnold Fund. Over the years, he found ways of making each of these roles work on behalf of the community. He explains how he did it and what other foundations could learn from his experiences.
